ADMISSION OF FOREIGN CITIZENS
Foreign citizens and persons without citizenship are eligible to study at higher education institutions at the expense of Federal budget allocations in accordance with international agreements of the Russian Federation, Federal Laws or the quota for education of foreign citizens and persons without citizenship in the Russian Federation (hereinafter — the quota for education of foreign citizens) established by the Government of the Russian Federation and also at the expense of individuals and legal entities upon (paid) Education Services Contracts.
Admission of foreign citizens and persons without citizenship, including the compatriots living abroad at the expense of Federal budget allocations is provided upon the following conditions:

Admission within the quota for education of foreign citizens is carried out upon the official referral of the federal executive authority on formulation of State policy and legal regulation in the field of education according to the Decree of the Government of the Russian Federation No. 891 dated October 8 2013 “On Quotas on the Admission of Foreign Citizens and Compatriots Abroad to Public Educational Institutions of Higher Professional Education”

According to the Agreement on Granting Equal Rights for Admission to Educational Institutions to Citizens of Countries-members of the Treaty on Promotion of Integration in Economic and Humanitarian fields, dated March 29, 1996, approved by the Decree of the Government of the Russian Federation dated June 22, 1999 No. 662, the Agreement on Cooperation in Education, executed in Tashkent dated May 15, 1992, the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on Cooperation in the Fields of Culture, Science and Education, approved by the Decree of the Government of the Russian Federation dated February 2, 1994 No. 43, and other international and intergovernmental agreements of the Russian Federation |

If admission is carried out in accordance with article 17 of the Federal Law No. 99-FZ or the State Program, compatriots should also submit hard copies or copies of documents or other evidences of:a) citizenship of the USSR or lack of citizenship at the time of application — for persons who were citizens of the Soviet Union;b) living on the territory of Russian State, the Russian Republic, the RSFSR, the Soviet Union or the Russian Federation in the past and the relevant citizenship upon departure from that territory and citizenship or lack of citizenship at the time of application — for immigrants;c) lineal relationship with referred persons — for the descendants of compatriots;
d) living abroad — for all mentioned above persons.

Last name, first name and patronymic (if any) of the applicant indicated in the translations of the submitted documents must comply with the last name, name and patronymic (if any) indicated in the entry visa (or to ID of a foreign citizen for non-visa countries citizens).
Documents in a foreign language shall be submitted with the certified translation into Russian. Documents issued in a foreign country should be legalized in accordance with the legislation of the Russian Federation, or apostilled. Legalization or apostile are not required for the documents issued by the following countries:

It is recommended to have warm clothes (considering climatic conditions) upon arrival to Yakutsk and have enough money to cover the cost of stay in Russia*.
NEFU is not responsible for stay in Russia of family members and other relatives of foreign citizens admitted to study.
*average monthly living costs in Yakutsk is 15000-20000 rubles; accommodation fee is 5000-15000 rubles for one academic year; medical insurance cost is 10000 rubles for one year.
